Corporate Health Care’s Troubling Trajectory
 

 

Over the past few months we have seen fast and furious filings with the Health Care Market Oversight program, or HCMO. Functioning under the Oregon Health Authority, HCMO is a relatively new program that has the ability to approve or deny specific health care transactions in our state. HCAO is invested in making certain that this important program is as strong and effective as possible.

 

 
From Amazon to Optum, corporate entities are trying to gobble up health care clinics, hospitals, specialty systems, and dialysis centers in Oregon. Prior to the SCAN/Care Oregon proposal, all of the proposals submitted were approved by the Health Care Market Oversight program. Most recently, against a tide of voices against the acquisition of The Corvallis Clinic by health care behemoth UnitedHealth/Optum, HCMO approved the proposal under an emergency exemption.

 

 
Through the Health Care Market Oversight (HCMO) program, the Oregon Health Authority (OHA) reviews proposed business deals to make sure they will help – and not hurt – Oregon’s shared goals of health equity, lower consumer costs, increased access, and better care. The program applies to mergers, acquisitions, and other business deals that involve health care entities and meet certain criteria.
 

 

The Oregon Health Policy Board, (OHPB) is the policy-making oversight body for the Oregon Health Authority and its departmental divisions. OHPB will be conducting an educational workshop on the Health Care Market Oversight program at their monthly meeting April 9th at 8:00am.  To provide public comment at an OHPB meeting, please submit your request at least 48 hours before the meeting.

It’s Happening! Historic meeting of Governance Board-April 16th
 

 

Our work is paying off! The Universal Health Plan Governance Board (UHPGB) is up and operational. The Board has been confirmed by the Senate and the Executive Director and staff are in place to build and execute their work plan. You can sign up to receive alerts and updates from the Governance Board
 

 

The first meeting of the Board will be on April 16th both virtually and in person. The meeting is scheduled from 1:00-3:00pm in person at 250 Winter St NE, rm 260, Salem, OR 97301. You can register to attend and listen to the inaugural meeting of this historic Board. There will be Board and staff introductions and they will elect their first Chair and Vice Chair. You made this happen! Without the passion and commitment of HCAO volunteers, members, and advocates we would not be so close to realizing our vision of a universal health system in Oregon. This Board is the culmination of years of work, but our work is not yet done.

Linda currently serves as HCAO’s Director of Operations. Over the course of her 10 years of service with HCAO, she has done just about everything, from managing our finances, events, and data to helping chapters with their supplies and keeping the organization running smoothly.

Speak Out and Speak Up on Health Care

 

Kroger-Albertsons Community Review Board meetings
 

 

The Health Care Market Oversight program has convened a Community Review Board to collect input from the community on the proposed merger of Kroger and Albertsons grocery chains. The community review board has two key roles:
 
    1. Help OHA understand how a deal could affect people and communities in Oregon.
    1. Make a recommendation about whether OHA should approve a deal to proceed as planned, apply conditions to the deal, or disapprove the deal.
 
The second and final meeting of this Community Review Board will be April 10, 2024: 1:30 – 3:30 pm (Pacific). As a member of the public, you are encouraged to participate.
